You can enable signup form by editing the mailing lists. To edit a list, follow the steps below:

1. Open Contacts tab from the navigation bar and select Manage Lists.
   
2. You will get the list view of all your lists. 
   
3. Navigate to Forms tab to view the list details.
   
4. Click Create Signup Form to allow new contacts join this list via signup form.
