Create Application privilege - Overview
The Create Application privilege is a Zoho Creator-specific permission that allows a user to create new custom applications in Zoho Creator within a Zoho One organization. It controls only who can create Creator custom apps. It does not provide access to manage existing apps or grant control over other Zoho One services.
The Create Application privilege helps organizations:
- Prevent unrestricted app creation across teams by controlling who can introduce new apps
- Separate app creation authority from app administration responsibility
In a Zoho One organization, the Create Application privilege can be granted or revoked by Zoho One Super Admins, Zoho One Admins, and Zoho Creator Service Admins. Regular users and developers cannot assign this privilege to themselves. This privilege can be granted to both internal employees and
external users (e.g., contractors). Exercise extra caution when granting it to external parties.
Grant and Manage Create Application Privilege
The Create Application privilege applies to Zoho Creator, and is configured through Zoho One's Admin Panel. It is not a Zoho One role. While the privilege is configured through the Zoho One interface, enforcement happens within Zoho Creator. Zoho One admins decide who receives the privilege, while Zoho Creator enforces the predefined behaviour of the privilege within its environment.
To grant the privilege:
- Sign in to Zoho One as a super admin or admin.
- Click
in the top-right corner.
Go to Applications and select Zoho Creator.
Assigning this privilege to groups or everyone grants app creation rights broadly and should be done with caution.
- Click Assign Users. Select the target users (Individual, Groups, or Everyone).
- Under Privileges, enable Create Application.
- Click Assign to save changes.
Once enabled, the user can create Creator apps immediately.
Users do not see a separate indicator for the Create Application privilege. If enabled, the Create App button will appear automatically when they open Zoho Creator.
What users can do with this privilege
When a user with the Create Application privilege opens Zoho Creator, they can create applications using:
- A blank app (from scratch)
- Gallery apps
- Imports (files, data, or DS files)
Creating apps from the Spaces UI
The Create Application privilege also allows users (internal and external) to install pre-built Creator custom apps from the Spaces UI in Zoho One.
When a user installs a Creator custom app:
- A new Creator application is created, the app is added to the Zoho One organization
- The user automatically becomes the App Admin for that app
- Zoho One admins receive a notification email.
Important: Apps created through Zoho Creator reside within the Zoho One organization, but are initiated and owned by the user who creates them. Because these apps are visible to organization admins, this privilege should be granted only to trusted users.
What happens after an app is created
When a user with the Create Application privilege creates an app, the app is created within Zoho Creator under the Zoho One organization. The user who created the app is automatically assigned as its App Admin. All administrative actions on the app (including deletion) are controlled by the App Admin role. This automatic App Admin assignment happens by default at app creation and cannot be bypassed. Admins can later modify or remove App Admin access as needed.
Extent of the privilege
The Create Application privilege only controls the ability to create new Zoho Creator apps. It does not grant access to existing apps, organization-level management in Zoho One, or permissions beyond the apps created by the user.
What happens if the privilege is revoked
Admins can revoke the Create Application privilege at any time. When revoked:
- The user can no longer create new Creator apps
- Apps already created by the user remain unaffected
- App Admin access for existing apps remains unchanged
App deletion rights are unaffected by the Create Application privilege and depend entirely on App Admin assignment.
Example
Caleb is part of a Zoho One organization. He is not an admin, but his team wants him to build an internal tool using Zoho Creator.
Step 1: Granting the privilege
A Zoho One Admin grants the Create Application privilege to Caleb. Nothing changes in Caleb’s access to other Zoho One apps.
Step 2: Creating an app
When Caleb opens Zoho Creator, he sees the Create App button. He creates a new app called Vendor Request Tracker.
The app is added to the Zoho One organization, and Caleb is automatically assigned as its App Admin.

- Caleb cannot see or manage other Creator apps unless added to them.
- Caleb cannot assign App Admin access to others; only a Zoho One Admin can do that.
