Creator Offline Form from Record

Hello,

We have a list of records that need to be viewed offline.  When a mobile user opens the detail view of a record we'd like for them to click a link or button to open a form.  For instance.   A list of work tickets. 

The user opens a work ticket offline we need our technicians to fill out a clock-in form which logs the date and time.  Then they need to fill out weather conditions and click submit.
They'll then perform their work.
Finally they'll need to fill out a clock out form where they log notes, take photos and a few other fields and click submit.

The record they are viewing will not be edited, however they will need to fill out form data that updates that record. I struggle with this as the need to perform these actions offline appear to require workflows to execute and workflows do not work in offline mode.  

Is there someone who is able to explain this to me in simple terms so I can investigate this further?  There must be a work around for this.  The end goal is to have CRM records sync to Creator based on status.   These records are then synced to mobile where technician can view these "work orders" offline and submit forms against them. What am I missing?
