Disqualification and personal information of buy responses

Hi,

I'd like to create a survey along with your buy responses service for my marketing research. I have questions of using your buy response service.
1) If a response meets my disqualifying conditions set in my survey, will this response be considered a valid survey? can I see the response in the report? 
For example, I'd like to buy 100 responses. If there are disqualified responses, how many responses will I see in my report?
2) Is partial response considered a valid response?
3) I was told that asking for personal information is not allowed for your buy responses service. However, your survey builder has personal information questions. The Restriction setting can collect personal IP address, name, email and geolocation. Should I delete the questions of personal information and turn off restriction setting, if i'd like to use the buy responses?
Could I ask the responders to send emails to me, if they are interested in my product, instead?
