is it possible to have a hierarchy for blueprints?

Our use case is the following:
We have 3 different sources for buying our products. Each source is changing the order in which the steps need to be made. The steps in all are the same and consist of 3 main parts. Paying, delivery check and internal steps. We would like to have these main parts in a different order, based on the sources. Therefore, we would like to have these 3 main parts in 3 blueprints, that we can order differently in other blueprints. How can we achieve such a behaviour?
