How do I add new users?

How do I add new users?

Hi, I’m trying to add a user in my organization to Zoho Learn, but I’m unable to assign them the app. When I go into Zoho Learn, the documentation says that I should have an “Invite Users” section, but I’m not seeing that in my settings (screenshot attached). And “Add Members” only works if the member already appears in the list of users, which they don’t.
