How do I unlock the text boxes to use as image frames?

How do I unlock the text boxes to use as image frames?

I spent a long time battling with Writer to get it to allow me to design a photo template for multiple images on a page for a report (which took me much longer than should as you are unable to copy/paste the text box format to duplicate it across the page!), however when I saved it as a template, it has locked up the text boxes so I cannot edit them or insert an image, with no way of inserting images into the first two boxes. Why is this happening and how do I get rid of this locking of these boxes?
Can you please explain the relevance of all the anchors scattered through the document, as they appear with no way of understanding why they are there or what they do?
