Managing Proper Workflow

I have a customer list with a field personalized based off their buying stage "not started" and "in progress".

I have a workflow to send a series of emails that I only want to send to the 'in progress'.

The problem is the on trigger can only be a list, not by segment, therefore when they enter the workflow they're all "not started". Because they have entered the workflow, they don't experience the series of emails once they do become 'in progress'.

Any other simpler way to go about it? I've looked at autoresponders but they don't really fit my needs. Maybe I am missing something.
