Merging Only Certain Axes - Combo Bar

Would it be possible to implement a feature (specifically on the Combo Bar), where we can choose which axes to merge into groups?

For example, I want to have a graph with two bars for "current year" and "previous year" sales, both on a merged axis, and then a line representing the variance percentage going through them on its own axis.

Currently it seems like I can only merge all of them together or have them all separate, both of which are problematic. I can set identical manual ranges on my two bars, but then that's not going to be adaptable, will often look weird and inevitably need updating in the future.

In the meantime, is there any other graph that would be useful for this idea?
