Workflow - Execute Based on Date

Hello,

I have trouble understanding the documentation for Execute Based on Date or Date Time Field's Value.

I want to send an email every time I have a Case opened for more than three days with its status unchanged.

I set : This rule will be executed 3 days after [date]. 
Condition : Status is [New].
Instant Action : Send an email notification.

However, I'm not sure I follow this part of the documentation:
"For all the records matching the rule criteria, rule will be triggered either monthly or yearly based on the value of the date field that is selected. This option is available only in the Enterprise Edition."

Does this means the workflow will only checked on the matching records once a month or a year and thus  notifications will only get sent out once a month/year? It defeats the purpose of the alert.

The documentation also state this:
"Select the  Once ,  Every Month  or  Every Year  from the  Recur  drop-down list."

With no further explanation of what once means. If I want to have a notification sent out as soon as a record is 3 days old with its status unchanged, should I choose once?
