Can't delete functions that are associated with deleted workflow rules

We have a handful of functions that were once associated with a workflow rule, but the rule has been deleted. The function still thinks it is associated so I can't assign it to a new rule. It is starting to get really messy because we have a list of functions we cannot delete or re-associate.
